NEW BALTIMORE — A husband and wife from Columbia County were killed Wednesday in a two-car accident in New Baltimore, Steven Nevel, public information officer for state police Troop F, said Thursday.

Charles Woullard, 90, and his wife, Frances Woullard, 76, both of Hudson, died in the crash, Nevel said.

The driver of the other vehicle, William Steele, 31, of Hannacroix, was injured, Nevel said.

At about 10:11 a.m., Greene County 911 sent New Baltimore Fire Company and multiple ambulances to the area of 13880 Route 9W, just north of Route 144, after receiving numerous reports that two cars collided head-on and people were trapped in the vehicles.

An investigation into the crash determined that a 2014 Dodge pick-up truck driven by Steele was traveling south on Route 9W when he drove into the northbound lane to pass traffic that had slowed down, Nevel said.

Steele then collided head-on with a 2014 Dodge Caravan driven north by Charles Woullard. Both vehicles came to rest blocking the road.

Charles Woullard and Frances Woullard were pronounced deceased at the scene, Nevel said.

A Life Net helicopter was requested to the scene, but declined due to the weather.

Steele was taken to Albany Medical Center for treatment of non-life-threatening injuries, Nevel said.

Route 9W was closed between Route 144 and Aquetuck Road for nearly five hours while crews worked on the accident and as state police conducted the investigation into the crash. The investigation into the crash remains ongoing, Nevel said.

Wednesday’s accident was the fifth fatal motor vehicle accident in Greene and Columbia counties in 2022.

On June 15, a 37-year-old Schenectady woman died when the dump truck she was driving crashed into a vacant house in Ashland and burst into flame. The fire ended up destroying two houses and damaging a third home on Route 23.

A Dutchess County man was killed on July 31 after the motorcycle he was operating collided with a car in

Copake. The man, 54, from Red Hook, died at the scene. The accident took place on county Route 7A at Tamarac Road.

A 60-year-old man from Kinderhook died after a golf cart he was driving in collided with a car on Route 9 in Kinderhook on Aug. 13. A passenger was taken to Albany Medical Center with injuries that were reported serious but non-life-threatening, police said.

A 24-year-old man from Coxsackie died Aug. 28, when he lost control of his motorcycle and crashed on Route 23A, in the area of Horseshoe Bend in Haines Falls.

Wednesday’s crash was the first double fatal accident in Greene and Columbia counties in 2022.

The last time was Oct. 3, 2021, when two people from Durham were killed in a two-car head-on crash in Windham. The accident happened on Route 23.
